Township Budget Transparency Problems And Countermeasures

Starting from mounting century eighties,urban and rural residents enjoys budget right to be informed,Chinese budget carrying out a series of civil participation of sharpening and democracy governing in 440,000 grass-roots unit area under self’s jurisdiction transforms in an open manner for realization. Nevertheless, the developed country is active,the budget being institutionalized is transparent, manage to develop in the process of Chinese grass-roots unit budget and not. The problem coming into being from this is that grass-roots unit governs the inherent weakness discriminating against civil participation in structure failing to get flattening not only, develop but intensify step by step on the contrary with time. In such circumstances,our country grass-roots unit government budget transparency becomes one being badly in need of the problem solving.In this study, in accordance with the "logical framework analysis problems--problems-- to solve the problem", using the research methods of combination of questionnaire, on-the-spot observation, the quantitative and qualitative. The original data through the questionnaire obtained ChiDian masses of budget concerns degree of the 4 dimension and the transparency of the budget problems in 6 dimensions for each project, and then these data for the study of input SPSS software. Based on the survey data analysis found: one is the degree of public concern and education level there is a correlation between the higher education level, that is, the higher the degree of attention on the budget; two is in the budget management process, the public participation is not high is 5 aspects of common problems. Based on the survey, combined with the actual situation of the town, the use of "asymmetric information", "principal- agent" theory tools to analyze the causes of the problems. Finally, according to the survey out roblems, from improving the public budget participation, optimizing the budget management process, implementing performance budgeting in three aspects to enhance the transparency of the budget.
