With the continuous improvement of the economic system in our country and the gradually establishment of public financial frame, the investigation of financial transparency becomes more and more important in terms of completing the financial capital budget management, strengthen the financial supervision, and increase the efficiency of financial capital utilization. It has been wide discussed by public that due to the insufficient transparency in government financial operation, the public could not possess the right to know and monitor government information, and it might also lead to leakage or faults of government surveillance, as well as low efficiency of capital utilization. The main objective of the investigation is to find a practical method of improving government financial transparency, therefore realize the systematic development of public financial structure.The importance of financial transparency to public financial system is the following:First, as any the financial operation is the base for all government functioning activities, so release public information, improve financial transparency, is in face the prerequisite of supervision to responsibility assigned to government. Second, insufficient transparency of financial system cannot ensure the information flow to public and relative department, which made the monitoring and supervision full of difficulties. Moreover, a isolated financial system cannot be improved without proper judgments of public and structured performance indicator. Therefore, the structured foundation of ensured financial transparency has significant practical meaning to facilitate the financial management to scientific, democratization and operation utilization.
