Research On The Improvement Of Fiscal Budget Transparency In F District Of C City

Affected by COVID-19 Pandemic,the financial pressure and risks of local governments have intensified,the contradiction between revenue and expenditure has become increasingly prominent,and citizens’ demand for open budget information has also increased.The improvement of budget transparency is conducive to the realization of the public’s right to know,participate,and oversee,promote legal and democratic financial management,improve the level of financial management,and further tap market potential and vitality.In recent years,the Chinese government has made various and distinctive explorations in improving budget transparency.As an indispensable part of our country’s budget management system,districts and counties and other local governments,although budget transparency has improved,it is still at a relatively low level.Taking District F in C city as an example,this paper uses literature analysis,empirical analysis,and comparative analysis to study the issue of budget transparency,summarizes and thinks about the problems and reasons in the public budget of District F in C city,and proposes corresponding solutions to specific problems.It is hoped that this will provide county-level governments with intuitive and operational suggestions for improving budget transparency.In recent years,District F in C city has achieved certain results in improving budget transparency,but it still faces problems such as low public participation,lack of accuracy and timeliness in budget disclosure,insufficient detail in content,incomplete coverage,and lack of readability,dynamics,and standardization.Based on theoretical research and survey visits,summarizing the experience of the public participatory budget reform of Haikou Meilan District and the reform of the network review model in Shunde District of Foshan City.This article puts forward suggestions for improving the level of government management,strengthening the construction of talent teams,enriching the content and scope of disclosure,improving the supervision of the whole budget,improving laws and regulations and accountability mechanisms,and expanding citizen participation.It is hoped that the county government budget transparency research based on District F in C city as an example will not only help improve the local budget disclosure level,but also have certain reference value for other county government budget management.
