Under the new trend of economic globalization and informationization development, the world economy experiencing an overwhelming change, each country may exceed the size of its market and resource constraints, optimization and reorganization of resources on a global scale, and thus with to greater efficiency. Transnational enterprises came into being, and play an increasingly important role in the world economy with the times.With the deepening of China's reform and opening up, especially after joining the WTO, China has attracted a large number of transnational enterprises investing, it was a long way for transnational enterprises from the start to develop in China, but it also suffered a lot of opportunities and challenges. According to relevant survey report, the current crisis facing the transnational enterprises in the former in turn is the human resources crisis, the crisis of products and services and the industry crisis. Human Resource Management as an indispensable part of management for transnational enterprises operating in China to provide a guarantee on talent, but it also called out a challenge for the development and innovation of transnational enterprises.Firstly, this thesis reviewed related theories about transnational enterprises and international human resource management, analyzed the status and causes of the risk of recruitment, and then expounded the necessity and feasibility of international human resource recruitment risk warning; and then this thesis try to explore Chinese transnational enterprises recruitment risk warning system and indicator system, and discuss the factor analysis and expert evaluation method methods of human resources recruitment risks; and finally early warning managed according to the real situation of enterprises, and give its corresponding human resources recruitment risk warning alert responses to different degrees, it pointed out that the risk of human resources recruitment should plan ahead, establish crisis forecasting system, to make the response and recovery plan before the crisis, to ensure the healthy and stable development of enterprises from the perspective of crisis management. In order to ensure the scientific development and management of enterprise human resource, thus ensuring the normal business activities of enterprises. The author believes that the research on human resources recruitment risk early-warning system of transnational enterprises have a certain reference significance for the development of local enterprises.
