The Research On The Endowment Insurance Of Urban-rural Integration Of Lanzhou

During the twenty-first century, China is facing with the problem of urbanization, aging, and low birth rate. It is gradually changing that the structure of society, the system of economy, labor relationships and the conception of people. The Eighteenth National Congress of Communist Party of China reported that we should keep all standing, basic, the multi-level and sustainable social security so that we could enhance the equity and adapt to the mobility. In order to complete covering the social security of urban and rural, it is important to consummate the endowment insurance. By sharing resources, complementing labors, exchanging market and integrating industry between the urban and rural districts, we can establish the system which fosters the interaction of urban and rural virtuous circle and mutual development.In this paper, the object of study is the endowment insurance of urban and rural in Lanzhou. On the foundation of basic theoretical knowledge and concept of endowment insurance, the author analyses the representative models of different countries and cities and learning some experience from Beijing, Wuxi, Jiaxing and Zhengzhou. There are some obstructions of the system of endowment insurance of urban and rural, for example:the fragmentization of system, the low level of management, the weakness of collective organizations and collective economics and enormous capital pressure. Based on analyzing the current development of population and economies and consulting relevance policies and data, it is suggested to make the administration levels as a whole, integrate the function of organization institution, straighten out the mechanism, affirmative duties of departments, cultivate collective economics, investment operation of capital fund and increase the financial support. By this way, it can be remitted that the problems of system of endowment insurance of urban and rural.On a certain degree, the tendency of endowment insurance of urban and rural in Lanzhou could represent the future prospect of the northwest districts, so the research maybe a guide and example.
