The Possibility Of Implementing Chinese Experience Of Special Economic Zones In Russia

At the beginning of XXI century, the world economy is undergoing complex processes of globalization and interpenetration of national economies-from different countries, aiming at creating a single economic organism. In many regions of the world is the deepening of economic linkages, creating various regional groupings based on the principles of common markets, free trade areas, customs and monetary unions. Special economic zones (SEZs) today firmly established in the global business practices and operate in different countries. There are about400to4000of such formations in the world, according to various estimates.This paper focuses on the review of SEZ, their concept, classification, operation and prospects for their development. SEZs in China-is not only an innovation and experiment, but perhaps one of the best existing models of economic reform of the national economy. To study the SEZ we should take into account the theoretical basis of their creation and the results of their work, the feasibility of expanding and enhancing prospects of SEZ.It is known that China is a strategic partner of Russia, therefore there is the application aspect of the analysis-the opportunity to study China as a partner in an investment cooperation with Russia and to identify the most useful areas and forms of economic cooperation. For each specific area is needed its own concept of development, which would correspond to geographic location, natural, labor, academic, financial and other resources of the country. So during the research we need to get acquainted with the current chinese and domestic practice, to try to assess the experience, both positive and negative, to objectively evaluate the opportunities and prospects for the creation and development of special economic zones in the Russian economy and give some recommendations for their development. This is the purpose of this study.Analysis of the functioning of SEZs in China shows that free economic zones can be the basis for the implementation of the objectives of economic reform undertaken in the state. SEZ-a direct route to the implementation of economic reforms and integration into the international economic cooperation.
