Research On The Legislative Thinking Of Some National Libraries In Europe

This article selects the seven European countries as the research object,the legislation of library in detail elaborated the legislative process,and the content of the library for the current various countries system and legislative thoughts are summarized.The main ideas of library legislation in these seven countries can be understood from the following nine aspects :(1)rules and ideas about the nature and function of the library;(2)the preservation rules and ideas of ancient books or exiles;(3)provisions and ideas on inter-library cooperation or resource sharing;(4)regulations and ideas about the service time and service mode of the library;(5)regulations and ideas on ensuring the use of electronic resources by the library;(6)provisions and ideas on financial security;(7)provisions and ideas on library fees and fines;(8)provisions and ideas on special user group services;(9)provisions and thoughts on the service of minors.Finally,combined with the actual situation of library legislation in our country,the content of the concept and implementation for public library legislation in our country,to renew the framework of the industry and local legislation system,through in-depth study and analysis,find out the deficiency in the legislation of library law in our country,to overseas advanced experience and research results on the basis of the legislation of library law,formulate the corresponding solutions and measures,to optimize and improve the library law system in our country.
