With the implement of the rule of law,the public have a much deeper understanding of law governing and much more forwardly participate in activities managed by law. However, there are still a string of issues in the specific interaction between the public and the construction of law, such as their differences in language systems, modes of thinking, and standards of values which expand the disturbance of communication and comprehension. Moreover, mutual distrust between each other has reduced the validity of information in the process of propagation and reception. Not to mention the inherent flaws existing in the legal system and the lack of public ability of participation which limit the depth and quality of the interaction. In addition,we-media,now having more and more users,is not the best fitting tool to promote the interaction, because of its several flaws: typical personality, apparent tendency of opinions, great limits of communication based on social circles and so on,easily producing stereotypes and spreading irrational motions. In consideration of the gaps between public opinion and the spirit of law,it is necessary that professional media with luxuriant experiences and benign fame of a certain hundred years should make full use of their advantages including speciality, publicity, public credibility and influence power to establish a platform of communication for both sides, argue rights, and supervise authority. This article mainly discusses the constructiveness of professional media for public participation in the rule of law interaction.Combining history and case analysis,it looks for ways to better play the role of media with the aim of the social progress of democracy and nomocracy.Chapter one is the introduction of the whole research by illustrating its origin, purposes, meanings and methods and concluding current research to analyse the tendency and defects, and then explaining the paper's points and innovations.Chapter two expounds the roles and meanings that the media plays in the interaction by several comparisons between history and reality, theories and practices, state and society.Chapter three analyses the media's effects in the interaction, for example its positive impacts on legislative democratization, government by law, judicial justice and civil society under the rule of law.Chapter four particularly proves the performance and approaches of the constructiveness that the media exerts in the interaction by case analysis in the historical background of legal construction.
