This thesis shows the words of rational and irrational on the basis of current situation of the development of "We Media", specific understanding irrational factors to find the root of the problem, I Hope to put forward the proposal of rational const-ruction from "We Media" by studying "Anti-corruption by Microblog" and ensure the healthy development of supervision by public opinion. I also hope make recommendations of more scientifically and reasonably through the analysis of the cause of the irrational factors.In terms of narrative structure, this thesis puts "We Media" at the view of civil society, emphasizes the growth of awareness of citizens and the media arises at the historic moment, then the thesis shows that "We Media" has a more and more obvious function, it is supervision by public opinion. "We Media" has obvious advantages in participate in supervision by public opinion, at the same time also has some bad aspects. They find the cause of irrational factors through the analysis of the rationality and the irrational factors. In addition, it also shows irrational factors of "Anti-corruption by Microblog" though false information transmission, information language violence, privacy infringement. It attempts to "suit the remedy to the case", to give reasonable Suggestions for the rational construction of supervision by public opinion.The awakening of civic consciousness enables the citizens to actively participate in national political events and supervision, "We Media" provides the public supervision of the general and convenient platform. For the vast number of Internet users, the platform is easy to participate. That makes the function of supervision by public opinion is getting stronger and stronger. This kind of supervision by public opinion has its vivid and kind side, but it didn’t completely in the direction of the rational development, there are many problems, they have some bad influence on the social reality. We may not be able to completely solve these problems, a lot of irrational factors are not likely to disappear completely, but as much as possible to the media supervision by public opinion towards a healthy direction, we can give some suggestions of rational construction. The rational construction must need a good social development environment, the general public in "We Media" shows high supervision enthusiasm, themselves media literacy also needs to be improved. At the same time, legal norms are must go hand in hand with the rapid development of "We Media".
