Online service as a way to use Internet technology to provide online services to users has been quickly spread and widely used in e-commerce,e-government,e-Learning,e-Science and other fields.With the rise of online services,there are a large number of services on the network with the same function,so users need to use what services to meet their own needs to make decisions.However,in the Internet environment,there are many difficulties for users to select the same function of the service,so that users inevitably face the risk of get the real need of service.On the one hand,due to the large number of online services,users can not have trading experience with each service,need to spend a lot of time to compare the merits of each service.On the other hand,due to the virtual nature of the network so that users can not have a direct understanding and contacts of online services,and in order to improve their credibility businesses may provide users with untrue product information.Therefore,the user needs to judge the merit of online services based on the third-party of evaluation view is particularly important.At present,evaluation methods of online e-commerce mainly include summation,average method,probability method,fuzzy method and process method,etc.However,such methods ignore the fact that customers cannot rate services under the same criteria,which leads to the ratings are actually incomparable.To improve the objectivity of online services evaluation under the circumstance referred above,an online services evaluation method based on Schulze social choice function was proposed.Firstly,the incomplete ratings were filled up based on the similarity between user's behaviors;secondly,the preference relation of user to services was count according to complete user-service ratings matrix;finally,the services evaluation was gotten by constructing a weighted directed graph and counting the strongest path based on social choice function in group decision theory.In the paper,Schulze social choice function was chosen to evaluate online services.In addition,the theoretical analysis and experiment validate rationality and availability of the services evaluation method.The theoretical analysis proved that whether the method proposed should be equipped with Condorcet,monotony,dictatorship and complexity for an effective evaluation method.The results show that Schulze social choice function is suitable for evaluating online services.Finally,based on the method,the author designed a prototype system for online service evaluation.
