As education is an issue that concerns thousands of households and the benefits for the people and for posterity, basic education is the foundation project in pursuing the strategy of rejuvenating the country through science and technology. To realize the sustainable development of education, priority must be given to basic education, which established its strategic position of priority in socialist modernization drive. With the deepening of reform and opening up, the Chinese government's investment on education has maintained a relatively rapid growth. However, the problem of insufficient fund for basic education is still prominent in most parts of China. As a developing country with its financial power accounting for 1.4% of the world pubic education fund, China has supported an enormous educational system in which the population of academic education takes up 22.9% of the world. China is under great pressures because of the contradiction of popularizing general education by a developing country. Although China has definitely put forward the development strategy of rejuvenating the country through science and technology in recent years and begun to give priority to education, investment on education remains depressingly far off. Insufficient investment on education has always been a bottleneck that perplexes the development of China's education undertaking, which brings about many contradictions and issues to the society and seriously affects the fairness and balanced development of China's contemporary basic education. On the other hand, there is poor distribution among the existing insufficient funds. In other words, expansion development has led to irrational structure, duplication of investment and construction. What worsens the situation is the waste of a large amount of educational resources caused by a small number of cadres'corruption and recreational activities using public funds. In view of this, people eagerly call for the improvement of the utilization efficiency of the existing educational resources to avoid various kinds of wastes and losses by the greatest extent. In face of contradictions and problems, the government should actively quicken various educational reforms to further meet the requirements of modernization of China's basic education. The paper aims at offering a tentative analysis of the existing problems of the basic education at the local government level and their resolutions and strategies.
