Educational resources is in fact uneven, causing a social phenomenon such as"school choice hot", although the introduction of the prohibition of "choice" policiesand regulations from the central to local levels of government, but can not solve themost parts of China, especially"School Choice" difficult urban primary and secondaryeducation has faced over the years, the reason school hardware resources are notbalanced, the quality of teachers, especially the backbone of the teachers is notbalanced, is a major factor. The key to the balanced development of compulsoryeducation is the teaching staff, how to promote the balanced development ofcompulsory theorists and primary and secondary schools much-needed depth is animportant proposition from the perspective of the faculty building. The article on theconstruction principle of the teachers in the school district management mode, themain contents of the basic way, effective and reflect on a useful discussion. Same time,Yuexiu District, Guangzhou, for the analysis of cases, literature analysis and sorting,the use of action research, comparative studies and other research methods, reveal thetalents shared mode of study mechanism, the formation of school district personnelresource sharing of the management mechanism to explore in the district to achievehardware resource sharing, the sharing of knowledge resources, to sharing ofinformation resources and the sharing of human resources and strategy to optimize theoverall use and effectiveness of resources in the education of human resources withinthe region, thus contributing to the educational philosophy of the schools in theirdistricts, cultural connotations, and school characteristics management style and otheraspects of the exchange and integration of the deep-seated, and ultimately the regionalbalanced development of compulsory.
