Therefore, this research in the perspective of public service by the investigation of Huanggang City preschool education basic present situation(kindergarten quantity, the quality of running a school, teachers, school, etc.), and quantitative analysis of Huanggang City preschool education equalization of public services in the process of data, to find and analyze the factors which influence of Huanggang City preschool education public service equalization. Finally, we put forward and some suggestions to improve the preschool education public service system.The under the perspective of public service, the integrated use of literature, data analysis method and case method to analyze the Huanggang City under the jurisdiction of the county pre equalization of educational resources problem, to promote the balanced development of preschool education in Huanggang City and other areas with reference value, at the same time, it can provide beneficial reference for promoting the equality of preschool education in China.
