The sound of the public service system is not only a matter of people’s livelihood, but also a basic requirement for building a harmonious society and meeting the needs of citizens to enjoy the fruits of reform and opening up.A hundred years ago, Liang Qichao issued a "junior strong Guoqiang" ides; Today, the Chinese nation to realize the dream of revival, it must start from the education of juvenile. Pre school education as an important part of the public service system, the fundamental; The equal allocation of preschool education resources is an important task of building a service-oriented government, but also to enhance the quality of public service is an urgent requirement, is an important way to achieve educational equity. Huanggang municipal in Hubei Province under the jurisdiction of the prefecture level city, the economic development in the middle level of the country, the status of the development of the preschool education, has representatives in government investment, construction of teachers and comprehensive security, with characteristics of the development of the Midwest urban preschool education; But from the current situation, the allocation of educational resources of preschool education in Huanggang city is not perfect, there is no need to achieve the overall equalization requirements. Therefore, this research in the perspective of public service by the investigation of Huanggang City preschool education basic present situation(kindergarten quantity, the quality of running a school, teachers, school, etc.), and quantitative analysis of Huanggang City preschool education equalization of public services in the process of data, to find and analyze the factors which influence of Huanggang City preschool education public service equalization. Finally, we put forward and some suggestions to improve the preschool education public service system.The under the perspective of public service, the integrated use of literature, data analysis method and case method to analyze the Huanggang City under the jurisdiction of the county pre equalization of educational resources problem, to promote the balanced development of preschool education in Huanggang City and other areas with reference value, at the same time, it can provide beneficial reference for promoting the equality of preschool education in China.
