| the 19 th CPC National Congress Pointed out that t he talent is not onl y the strategic resources to achieve national rejuvenation and seize the initiative of international competition,but also the most important factor to lifting all poverty-stricken people in rural areas out of poverty successf ully.In today’s society,talent have beco me the most precious resource.Have extraordinary people will bring de velopment creativity of the initiative and prom ote the local economic development inexhaustibly.Because the poor areas ar e congenitally deficient in resource starvation,harsh conditions and geographical remoteness,the contradiction between strong dem and and weak attraction for talent exist.So,m ake a good job of tale nt management is more important and urgent to poverty-stricken area out of poverty.In this paper,take P county,L city,Shanxi Province as an example.By an in-depth investigate on P county which is poverty-stricken and have coal resource typically,we grasp the situati on of talent manage ment in p count y.According to the analysis,P county talent management have some experience in the process of long-term development,but also have some issue such as talents’ amount insufficiently,brain waste,talent development inadequately,brain drain,talents team Lo w-quality.These problem both universal and particular in poor counties and how to so lve them become a urgent task for P county and other poor areas out of poverty by talent.According to the analysis of talent management in P county,this paper believes that the misunde rstanding of work ethic on talent m anagement,Individual department no attention on talent manageme nt;talent policy unsystematic,comparative advantage not obvious;poor marketization degree of talent m anagement,freedom of talent restricted;environment of development not well,safeguard inadequa te are t he main reasons ef fect the quality of talent management in P county.In P county,a chain of reasons lead to this result: talent attrac tion not strong,lack of platform show talent,talent management backward.This paper co mbined the problem and reason in P county with the advanced experience of talent management in other regions to table a proposal: change the work ethic on talent management,construc t talent policy systematically,deepen the reform of talent development system and mechanism,optimize the internal and external environment of talent management,Strengthen the marketization of talent management.Expecting support poor areas optimize talent management and out of poverty. |
