Abstract/Summary:
State-owned enterprises play a special role and undertake a special mission in our country.The state-owned enterprise is the pillar of the national economy,it is in a dominant position in the important areas of the national economy,playing a leading role in the whole national economy,bearing a great historical mission and responsibility in the process of promoting the rapid growth of China’s economic,developing and perfecting Chinese socialist system,bring about a great rejuvenation of the Chinese nation,however,the government has played an important role in the state-owned enterprises.Since the reform and opening up,China’s state-owned enterprises have achieved significant progress,constantly meet the market economy,and gradually improve their management capacity by ways of decentralization,tax,contract responsibility system,and modern enterprise system reform.Today,more and more state-owned enterprises are among the backbone enterprises in the international and domestic markets,not only contributing to the development of China’s economy,but also enhancing China’s comprehensive national strength and influence on the international stage.The government has also given more autonomy to state-owned enterprises,they have developed rapidly.At present,the state owned enterprises in our country have basically established the modern enterprise system,and enterprise has basically established the corporate governance structure in the internal.In 2015 the "guiding opinions on deepening the reform of state-owned enterprises" pointed out that state-owned enterprises still existing some problems to be solved,the state-owned enterprises are facing the great challenge of increasingly fierce international competition and transformation and upgrading,therefore,it is necessary to reform the state-owned enterprises deeply.There still exist the government role dislocation phenomenon in the reform of state-owned enterprises,enterprises and the government are not divided,and the government’s improper control and intervention on the state owned enterprises,which requires us to further clarify the positioning of the government in the reform of state-owned enterprises,and determine the role of government to better promote the smooth completion of the reform of the state-owned enterprises,and to achieve the goal of developing the country.Temasek mode in Singapore can be regarded as a model of the reformation of state-owned enterprises.The correct role of the government in the state-owned enterprises reformation has stimulated the potential ofthe state-owned enterprises and made a great contribution to Singapore’s economy.It has important reference significance to the role of China’s government in the state-owned enterprises reform that the Singapore’s experience of separating government from enterprises and the rational control and effective intervention of government in the reform of state-owned enterprises.Therefore,this paper will attempt to analysis the differences between the state owned enterprises reform in China and the reform in Singapore,we can get the problems existing in the role of China’s government in the state-owned enterprise reform,then,we can use the experience of the reform of Singapore’s state-owned enterprises to serve China,finally,we can put forward practical suggestions for deepening the reform of state-owned enterprises in China.
