| The reform of state-owned enterprises is a major issue in China’s economic transformation and development,and it has always received high attention from governments at all levels.The reform of state-owned enterprises is a systematic project,and the attitude and strategy of the government in the reform of state-owned enterprises are important factors that affect the success of the reform.The primary force in the reform of state-owned enterprises is the government.Clarifying the role and positioning of the government in the reform of state-owned enterprises plays a crucial role in promoting the reform.As the most important cornerstone of state-owned enterprise reform,local state-owned enterprise reform is related to whether the reform of state-owned enterprises in China can be smoothly completed.Therefore,grassroots governments must actively change their roles,solve traditional system and mechanism problems,and promote state-owned enterprises to enhance their competitiveness,Promote the reform of state-owned enterprises to a deeper and higher level.This article first reviews domestic and foreign research achievements and relevant theories of public management,laying a theoretical foundation for subsequent research.Secondly,through questionnaire surveys and on-site interviews,it conducts in-depth research on local state-owned enterprises and government agencies in Suining County.In the survey questionnaire,feedback from government staff and state-owned enterprise employees was mainly used to understand the current problems in promoting state-owned enterprise reform by the Suining County government and the operational status of state-owned enterprises.In subsequent interviews and field research,by analyzing the operating data and projects of state-owned enterprises in Suining County in recent years,conducting face-to-face discussions with staff from the finance and state-owned assets department,and communicating with enterprise managers in state-owned enterprises,it was summarized that the Suining County government has unreasonable regulation and guidance of state-owned capital layout in state-owned enterprise reform,excessive intervention in enterprise personnel management The government’s inadequate supervision and management of state-owned assets,insufficient supply of public services,and other issues are analyzed from the perspectives of traditional institutional factors,management concepts,and local interests.Finally,based on relevant research on the role of the government in the current reform of state-owned enterprises,it is proposed that the government should assume three roles: a guide,a supervisor,and a defender.The role of grassroots governments should mainly shift in the following three directions: firstly,to be a guide for macroeconomic regulation,actively adjusting the development positioning of state-owned enterprises,and strengthening policy guidance for state-owned enterprises;The second is to transform into state-owned capital supervisors,strengthen the construction of professional teams,increase the accountability of enterprises for illegal operations,strengthen information disclosure,and promote social supervision;The third is to transform into an external environment creator,accelerate the pace of enterprise de administrative reform,simplify the administrative approval process of economic affairs,and create a favorable administrative and competitive environment for state-owned enterprises. |
