It is of great significance to develop an efficient incentive mechanism to incentive these people's enthusiasm and creativity, regarding institution development and social progress.During the development of appointment system reform of Institution, many districts have explored the effect of competition incentive, salary incentive, development incentive and assessment incentive that involved in the reform, which has stimulated the Institution human resources'enthusiasm and creativity. However, as there are still great influences from traditional systems, some districts haven't followed the requirement of appointment system reform, resulting in the incentive effect being hindered. At the same time, current incentive mechanism of Institution human resources, which combines material awards with spiritual incentive, cannot meet the requirements of the development of human resources any more.
