Research On Case Management Of Grassroots Procuratorates

Recent years,the procuratorial apparatus are developing more and more normalized.Under this background,a lot of procuratorial apparatus around the country have instituted their own case administration center,a specialized management department which is independent of other management departments.Case quality management is the core work of the case administration center.It works by accepting,registering,shunting,and application monitoring,substantial reviewing of cases.From these measures,not only can it prevent some illegal procedures like prolonged detention effectively,but also improve the efficiency of dealing with cases.On the one hand,it can make a separation between procedure supervision and case dealing,on the other hand,it also can strengthen the overall efficiency of the legal supervision.Overall,the case management is still in a primary stage which makes it less scientific and reasonable.Especially some grass-roots unit procuratorial apparatus which handle over 80 percent criminal cases.They have a lot of drawbacks that limit the development of procuratorial work,just like backward management concepts,defective management system,simple management means and unsatisfied management result.What should be research and explore earnestly is how to make the procuratorial management work goes effectively and how to strengthen the supervision during the procuratorial apparatus.Based on the accomplishment condition of the case management work in ten County Procuratorate in M from 2013 to 2015,the paper take some research methods including comparative method,document-data method,interview method and statistical analysis method to raise some problems that exists in grass-roots procuratorates and put forward some corresponding and scientific measures to solve them.There are two innovative places in this paper.Firstly,it has a complete,detailed and practical data system comes from the ten County Procuratorate.Secondly,all these methods that bring up in this paper are operable given that all these methods are connected with the case management work closely.
