China's Deliberative Democracy Research Under The Perspective Of Modernization Of State Governance

The consultative democracy of China,which is rooted in the excellent culture of Chinese nation and the long-term practice of Chinese revolution,construction and reform,is both a specific form and an unique advantage of socialist democratic politics of Chinese characteristics.The consultative democracy,as a democratic form,plays an irreplaceable role in the modernization of national governance,which regards the democracy as an inevitable trend and an objective requirement.After the 18 th National Congress of the CPC,the CPC Central Committee decisides to strengthen the socialist consultative democracy system and to regard the the modernization of national governance system as a general goal of Chinese comprehensive reform,so the consultative democracy is closly related to the modernization of national governance in the new period.Therefore,studying the consultative democracy deeply under the perspective of the modernization of national governance is of great significance to promote the new development.Based on this background,the paper is to study the basic concept of the consultative democracy and the modernization of national governance,to illustrate the unique role the consultative democracy plays,then to analyze the existing problems of the consultative democracy under the perspective of the modernization of national governance,hoping to find the ways to solve the problems.This paper is divided into four parts.The first part is the explanation of the concept of the modern national governance and the consultative democracy.As the basic part of this paper,this part analyzes some fundamental issues about the feature and concept of management and governance,national governance and the modernization,consultative democracy and socialist consultative democracy of Chinese characteristics in order to pave the way for the following discussion.The second part analyzes the new requirements the modern national governance of deliberative democracy in China is put forward.The modern national governance has new meaning in the new era,and it put forward new requirements for thedevelopment of deliberative democracy.This part elaborated from two aspects: firstly,put forward the modernization of national governance system demands on deliberative democracy,respectively.From the two aspects of the modernization of national governance includes the modernization of national governance systems and governance capacity modernization analysis for the institutionalization of deliberative democracy requirements.Secondly,the modernization of national governance requires more scientific principles of deliberative democracy,from people's democratic principles,the principle of Party leadership,and the principle of rule of law in three aspects In Discourse.The third part is the analysis of the impacts of the consultative democracy and the modernization of national governance.Proceeding from the joint point of the consultative democracy and the modernization of national governance and combining the essential feature of the modernization of national governance,the paper analyzes the four aspects that the consultative democracy can promote the democratization,legalization,institutionalization and scientization of the national governance.The fourth part focus on the challenges and problems faced by the consultative from the perspective of the modernization of national governance.The modernization of national governance put forward higher requirements for the development of Chinese consultative democracy,which is still facing some challenges and problems.The fifth part summarizes the path to improve the consultative democracy in the process of the modernization of national governance.This part focuses on the countermeasure study.With putting forward the principles that the consultative democracy persist under the background of the modernization.The paper gives some suggestions about perfecting the consultative democracy system and enhancing the consultative efficiency.
