Although the reform of state-owned enterprises and the planning of three-year getting rid of difficult position for state-owned enterprises take some effect, the state-owned enterprises are still obsessed and constrained by the factors such as the low efficiency, the less competitive ability and the lack of motivation. After China gains its entry into WTO, Chinese enterprises face more cruel competition, which the core is the contest of human resources. It is the key for the reform and restructuring of the state-owned enterprises to design an optimizing system of human resources to attract and motivate elites.Fist of all, the introduction of this dissertation introduces and analyzes the typical models of incentive management of human resources in western countries, and at the end of this chapter enlightenment is presented. Chapter 3 discusses the necessity based on the present incentive system in state-owned enterprises. Then this paper deeply analyzes the problems and the reasons for the incentive system in state-owned enterprises. In chapter 4 this paper comments on the practice of present incentive management and puts forward a new frame of incentive management in the state-owned enterprises.Chapter 3 and chapter 4, especial chapter 4 is the core of this paper. They discuss the following ideas: fist, the planning and the frame of incentive management in the state-owned enterprises; second, the inner incentive and constrained mechanics which are explained from managers, technical personnel; third, the building of sound outside environment including the reform of property right institution, the construction of investment mechanism of human resources, the development of manager and talent market, the independence of supervision organizations, the realization of fair play, the development and perfection.At last, based on its successful model of incentive management,it is affordable to refer to Haier to ensure the state-owned enterprises getting rid of difficult situations, operating efficiently and playing a leading role in the society.
