Analysis Of The Current Situation Of The Management Of The Community In The Village And The Study Of Countermeasures

Abstract/Summary:
Currently, in the process of urbanization in China, local governments tend to consolidate villages into communities as transitions from villages to cities. The original management mode of rural communities is no longer suitable. Existing management mode of urban communities can’t be indiscriminately imitated and adopted either. The management of such type of communities has become an urgent public management issue needing immediate attention. Based on domestic and foreign literature materials concerning community management, the paper analyzes and summarizes background, features, connotation and characteristics of consolidating villages into communities. On such basis, the paper takes Xia Longwei Community in San Dun County of Hangzhou as the research example. Through analyzing the population characteristics, organizational structure, and management status of this community, it finds out that the community has the following characteristics:obvious population heterogeneity, mobility and low levels of quality; Party committee, neighborhood committee, economy and share cooperatives of the community lack clear-cut job responsibilities; urbanization levels of community management are low. It also finds out that there are three primary problems concerning the community management:1. Administrative intervention of the local government is excessive. Financial support is inadequate. So community management is overly administerization. Management funds are also in shortage.2. The structure of community management team is irrational. Management tasks are onerous. Management objectives are also unclear.3. Community residents do not indicate obvious awareness and initiative in autonomous management. In addition, problems found based on the case study, the paper proposes suggestions on the optimization of consolidate villages into communities from aspects like local government, community and residents respectively. It also provides useful references for improvement in management of similar communities.
