| Since building up a country, our country has built the society basic administrative system mating with the regime in that time in the aspect of the society basic administrative. The management system was built taking the state-owned units as the main-body, and neighborhood committees as the fitting in the city as well as taking the transformed "People's Commune" as the core in the countryside. The government realized the centralized management to social grass-roots units by the 2 kinds of "organizations" with great administrative background.After reforming and opening-up, with the disassembly of "People's Commune" and the establishment of modern enterprise system, much former social management function taken by these "organizations" was changed, the social grass-roots management was not in order. The changes caused the government to adjust the thought, reconstruct new social grass-roots management system. In this background, the community construction with Democracy and Autonomy as the rule was built by the government inn the beginning of 90's last century, and the only-one pattern was changed in the concrete way of administration. The 3-aspect management structure of government, market and community was taken.In August,1993,14 ministries of the Central Committee of the Communist Party of China and Commissions of State Council have distributed the file of the Idea About Accelerating Community Service and brought forward the request of community building. In 1999, the experimental work was finished and got it in gear all round in all cities of the whole country. In October,2006, the 6th Plenary Session of the 16th CPC Central Committee had brought forward the deployment of the rural area community building. So far, the community constructs developed comprehensively between the city and countryside.The Ceaseless development of economy brought about the consistent acceleration of urbanization, along with the sharp growth of city in land quantitative aspect, the city scale was prompted to expand, large amount of rural area land was expropriated to the city-using land. Meanwhile, "the outskirt villages" located in the land were expropriated and became into "villages in the city", then became into "villages switched to communities". Those peasants losing land became city and town dwells naturally, this condition is especially obvious in Suzhou.Although the communities of "villages switched to communities" differs slightly with the city in the respect of building form and municipal construction etc., these aspects such as the management system and mode of thinking are reserving obvious village committee meeting period characteristic. So to the peculiar-type city communities, northern copy the management pattern of the city community directly and nor continue to use the management pattern of the rural area community completely, but according to the relative theory of he community management, structure one kind of the management system pattern being suitable to this transient community tied with the concrete situation of "villages switched to communities". Companying with the development of city community construction, the research of representative city community in our country theory boundary and the academic circles is comparatively sufficient, but the research to the special city community is relatively weak.
