Study On Turpan Immigrants And Their Disputes In The Qing Dynasty

After three emperors,Qing Dynasty calmmed down the west zone,and incorporated Xin Jiang into the landscape.In the subsequent govern of Xin Jiang,"segregate policy"is always one of the principles which Qing Dynasty follows,from the military,administrative system,to the social and cultural aspects.The mainlanders came to Xin Jiang are limited by this kind of policy in theiy daily life and social interaction.The Qing’s court of "segregation" in the Xin Jiang region also changes with the situation,and this change could be reflected from the mainlanders’ activities in Xin Jiang.Turpan is one of the places which people arrive and control first in Xin Jiang,and it always the place which the mainlanders’ main making their living in.This article attempts taking Turpan region as a example,combing the Qing’s court transformation process of management policy in the Xin Jiang and under this background of this change of mainlanders,the details of the interaction with the locals,trying to explore the "segregation" in the specific implementation of the local situation.Seeking under this context,the principles,experiences and lessons,and the official’s attitude towards the holding which the local government follows in dealing with the disputes between the mainland immigrants and local people.These experiences and lessons not only can provide some reference and experience,promoting peace and development of Xin Jiang region,but also devoting to the Silk Road Economic Zone.Apart from that,these experiences and lessons also have certain reference value between different ethnic groups in other regions,it can hope to promoting the development of the ethnic minority areas and making contribution to the peace between the different ethnic groups.To complete the study,this paper mainly discusses from the following several aspects:First,from the war between Qing and Zhungar began in Kangxi Times,this paper combing the process in establishing and strengthening of Qing in Turpan region,and this section as a cut in the background of the research.Then talking about the longterm stay mainlanders in Turpan region from the official,which mainly including green-flag military camp and Eight Banners.This chapter mainly discusses the beginning and end of wasteland of the green-flag military camp in Turpan and the solution to the problem of a livelihood of Eight Banners.Second,this part discusses the Qing’s immigrant background to Turpan before the stagnation before the unrest of TongZhi.During this period,WuShi Incident of QianLong Times and the middle of DaoGuang Times are the two turning as the point.During arranging and analysing of relevent memorials and files,the authour discussing the origin and profession of the people who came to Turpan.The authour also exploring the changing of these people’s profession and throughing the development of AnZhanQiTun exploring the auttitude of the government for the communication between immigrants and locals.At last,this part explores the periord from third years of GuangXu Time to the time before the XinJiang’s province,the official’s process and follow the principles on the trial of cases between immigrants and locals locals and analying the changes to the previous period.The paper also exploring whether the result of the cases could have difference with the mainland and the national laws.
