Policy Evaluation Of The Chinese Pinyin Program

The Scheme of Chinese Phonetic Alphabet is an important part of compulsory education and a practical tool for information input,so it's familiar to every Chinese.This article is an informal policy evaluation from the policy perspective,aiming at the problems in the phonetic alphabet on ziantuanyin.This paper fully affirms the great achievements and importance of the phonetic scheme,and points out the possibility of improving of the scheme.The policy objectives and the policy-making process of the Chinese Phonetic Alphabet are analyzed,revealing the errors on the blend of zianyin and tuanyin in cognition,policy-making process and content.Through the investigation and analysis on the ziantuanyin status of the pupils in DongCheng Beijing,two inferences are given: one is that the difference between zianyin and tuanyin exactly exist in Beijing dialect nowadays,the other is that the blend of zianyin and tuanyin in phonetic scheme leads to confusion of speech.On this basis,to assess the policy effect in the aspects of the blend of zianyin and tuanyin in the Chinese Phonetic Alphabet: the policy objectives may be long-term draw further apart,and there could be more serious consequences.This paper summarizes: the blending of zianyin and tuanyin in the Chinese Phonetic Alphabet has no convincing reason,and there were problems in the policy-making process,it's difficult to reach the goal,the consequences will be grievous.The author suggests that the National Language Committee investigate the ziantuanyin status as soon as possible,assess the policy feasibility of modifying of the Chinese Phonetic Alphabet.
