An Analysis Of The Modern "Xuzhou Province"

"Xuzhou province" appeared in the late Qing dynasty,either the Northern Government or the National Government,were trying to reform the government institution.And most of them proposed to establish a province in Xuzhou.Especially after Huaihai Economic Zone founded,with the important of Xuzhou's status increasing,the voice of establishment of Xuzhou province appears once more.Therefore,it is of necessity to tease the historical origin of the establishment of Xuzhou province.Having compared with the projects of the establishment of Xuzhou province in different historical periods,this thesis,major in files and newspapers,concludes the reasons and influences of the establishment of Xuzhou province,and the similarities and differences of these projects.There are six parts in the thesis.The first chapter is the origin of the establishment of Xuzhou province.The second chapter is Zhang Jian and "Huaihai province".The third chapter is the compaign of the division of Jiangbei.The forth chapter is Xuzhou Province in the provincial system reform during the National Government.The fifth chapter is the special historical product:"fake Huaihai province".And the sixth chapter which concludes the comparison of different projects in the establishment of province,and the analysis of proceeds and reasons discusses the given historical enlightments.The pioneers of the establishment of Xuzhou province,such as politician Zhang Jian,local gentry Zhang Shiyi,scholar Zhang Qiyun,Fu Jiaojin,Hu Huanyong,etc.proposed to establish a province in Xu Zhou.There are some reasons for their opinions.The primary program of provincial system is unreasonable.Xuzhou locates in a strategic area,a traffic centre and an energy base.It has a common boundary of four provinces,and the evil of banditry is seriously.The terrain,culture,and custom are different from regions south of the Yangtze River.More importantly,with the economic developing in Xuzhou,which is a significant impetus to itself,Xuzhou is becoming a centric area from a margin area,and has the conditions of a provincial capital.Because the reformation of the provincial institution is really significant,so we should combine multi-factors to trade off.And a steady political economic social environment,a strong central government,scientific and comprehensive projects are essential conditions.But the modern times China,where political scene is turbulent,the centre government was beset with numerous contradictions with insuperable contradictions to local governments,the real provincial systematic reform is impossible.All these mentioned above appear to the impossibilities to the establishment of Xuzhou Province.
