For a long time,The study about the policies to left sides of Monan Mongolia(????)in the northern China during the late Ming dynasty has been made fruitful achievements.Most of the papers focused on the relationship between Ming,Mongolia and Poet-jin(??)or the trade relations between Ming and Mongolia.None of them has analysised the relationship between Ming and Cha-haer tribe(????).This paper will analyze the Fu Shang Policy to Cha-haer tribe from Wanli Years to Chongzhen Years based on Ji-Liao and Xuan-Da governors' collected works,petitions to the throne,Wan-li Wu-kong lu,Liao Yi Lue,The Memoir of Ming Dynasty and other literature.In these years,Cha-haer tribe was governed by Tumen Khan,Buyan Khan and Ligdan Khan.This chapter mainly discuss the Fu Shang Policy during the reign of Ligdan Khan.The thesis is divided into three chapters according to the Fu Shang Policy's evolution.Chapter One:Fu Shang Policy to Cha-haer tribe's setting in Wanli and Taichang Years.This chapter mainly discuss the Ming Dynasty'attitude to Cha-haer tribe before Poet-jin's rising,including the Ming Dynasty'attitude changing about the Cha-haer tribe's asking for tribute and the Cha-haer tribe's invading to the frontiers.Chapter two:The Fu Shang Policy's putting into practice in Tianqi Years.This chapter mainly discuss the Ming Dynasty start to carry out The Fu Shang Policy in Tianqi Years from the point of frontier governors' suggestions to the Fu Shang Policy and present the process of the Ming Dynasty and the Cha-haer tribe alliance creating.Chapter three:The Fu Shang Policy to Cha-haer tribe in Chongzhen Years.This chapter mainly discuss the Fu Shang Policy to Cha-haer tribe after Ligdan Khan leading the tribe to moving to the Xuan-Da regions,including the main contents,the gain and loss and the evaluation to the Fu Shang Policy to Cha-haer tribe.
