Social Organizations Participate In The Research On Performance Indicators Of AIDS Prevention And Control Fund Projects

Background: In 2015, our country set up China AIDS Fund for Non-Governmental Organizations(CAFNGO), which has played an important role in guiding and mobilizing NGO participating in HIV/AIDS prevention and control work scientifically,programmatically and in properly. In order to monitor and assess the performance of CAFNGO projects effectively, it is one of the important content of improving the work quality of NGO that screening and establishing CAFNGO projects work performance indicators system scientifically.Objectives: To Screen and establish the CAFNGO projects work performance indicator system, provide basis for evaluating CAFNGO projects work scientifically.Methods: The initially CAFNGO project work performance indicators are formed through literature review and expert discussion, which were screened and assessed through DELPHI method,The field investigation selects CAFNGO project performers who come from that different HIV prevalence provinces include Sichuan,Beijing and Shandong, and carry out participatory applicability evaluation of the index system which is formed through the Delphi method.Results :(1) There are 32 performance indicators in The initially CAFNGO project work performance indicators,which include 19 general indicators that reflect executive ability and execution process, 5 high risk population intervention indicators, and 8 people living with HIV/AIDS care and support indicators.(2) The results of DLPHI method: Positive coefficients of experts of two rounds are all 100%(16/16). The values of authority coefficient (Cr) are all > 0.70. After the two rounds of investigation,there are 25 performance indicators were formed,which include 12 general indicators that reflect executive ability and execution process(reduce 7 indicators), 5 high risk population intervention indicators(adjust to increase "the number of new tested positive"),and 8 people living with HIV/AIDS care and support indicators(adjust to increase "the proportion of accepting success antiviral therapy").(3) CAFNGO project performer:the CAFGO project performer gave agreement and disagreement evaluation focus through Delphi method.The higher agreement percentage of indicators focus on execution process and the execution result,include:"the trace authenticity of material/data/information(96.10%),""recived confimatory test(83.90%)""the proportion of receiving the follow-up management and care(91.90%)",etc.Table the CAFNGO project work performace indicators(4) the indicators were formed through combined with experts and CAFNGO project performers of the survey results,which includes 3 first grade indicators(the executive ability, the execution process and the execution result), 5 second grade indicators(personnel base, job management, job quality, output and results (high risk group), output and results (PLWH)), 17 third grade indicators , see table 1.Conclusions:The indicators includes 3 first grade indicators,5 second grade indicators, and 17 third grade indicators. The indicators not only in theory can reflect the performance of CAFNGO projects, and in practice are well in acceptability and applicability.Recommendations:(1)This survey not to evaluate indicators definition and data collection tool, which need to further evaluate to strengthen feasibility and data quality of indicators;(2)This survey not to give the indications weight, which is given based on the result of experts and the fund performers.(3) The use of the indicators are affected by data authenticity and quality , the trace of data is recommended to be retained so that the data can be checked by the higher authorities. In addition,we suggest further improve the understanding of the indicators by training the CAFNGO managers and practitioners.
