With the rapid development of social economy,people’s living standard is increasing gradually,and the desire for health is also increasingly strong.As early as the 1950 s,public hospital staffing standard is based on the number of beds available.The Department of Finance lists it in the budget and allocates funds according to the departments and permanent staff approved by the State Commission Office of Public Sectors Reform.After several decades of personnel system reform,the number of people in public hospitals is increasing at a low rate,but the personnel cannot be able to meet the people’s demand for medical and health services.Contract workers came into being because of the phenomenon that the lack of people cannot meet people’s health needs.After several decades of development,the number of contract workers has increased from a few people to the hundreds or thousands of workers,and they have gradually become the main force of the public hospitals.However,the problems of contract workers become more and more obvious by the constraints of national personnel management system.These problems have seriously affected the enthusiasm of the contract workers,thus affecting the future development of public hospitals.It has theoretical,guiding and practical meaning to the future development of public hospitals in the new situation by studying the management of contract workers.From the perspective of modern personnel management and based on China’s national conditions,this paper takes Heilongjiang A Hospital as an example to analyze its contract workers management,to find the personnel management problems and causes.It comes up with the practical strategies to improve the management of contract workers in Heilongjiang A Hospital.Combining with theory and reality,this paper imposes requirements that,in addition to respecting and developing contract workers,the managers should attach importance to the management of them as well as satisfying their needs.After doing that,the contract workers can be engaged into the career without any worries,and thus improving their work efficiency.In return,the hospital will have a long-term development.
