After entering the new century, the reform and opening-up policy entered a new stage, and the economic society was having a profound transformation whose outstanding feature was that the development of economical and the social strategic resources had fundamental changes. It means that the human resources already became a most important strategic resources of the development of state economy and the social. In China, country institutions are places that talented person accumulated,and the social development nucleus, especially the public health unit whose development not only relates with development of hygienic human resources pool, but also connects with whether the personnel's diathesis and the quality of health medical institution of our country can go with the world, so to accepts challenges and opportunities WTO brings to us. Nowadays the public health unit personnel hire system reform is still hang behind comparatively, which was not adapted with the socialist market economy and development of each enterprise, especially the lack of the effective human resources hire mechanism. Along with the unceasingly development of the society and the reform in related domain, it should be requested that to speed up the reform of advance public health unit personnel hire system as the urgent duty to advance the reform and development of our whole country.This paper discusses the concept of health institutions, the focus from the country's laws and regulations and the literature to analyze the perspective of the health institutions in different periods of different definitions, as well as health institutions in different periods of the main features of the concept of development, followed by the exposition of China's health system of employment system in government departments and institutions of the meaning of this writing well below the foreshadowing. Secondly, this paper elaborated gain and loss in health system of employment in government departments and institutions at this stage. Mainly from the health system reforms in government departments and institutions to employ the course of development, problems and the causes of the three aspects, that the need for urgent reform, and "institutions promoting reform of the personnel system view" under the guidance from the employment mechanism, and post management system, staff placement system, and the hiring of four in-depth examination in the thinking of some real practical operational hiring of personnel management system reform measures.Therefore, in order to promote the smooth reform of the system of health institutions employment, health institutions employing clearly the objective of the reform of the system, leading them to correctly handle employment reform, in the appointment process to avoid errors. At the same time, on the one hand in the reform of the employment and to strengthen internal communication between employees, and encouraging employees to participate in the fair competition for internal; on the other hand, do a good job for the open recruitment of social work, and improve the supervision mechanism employment assessment, the competition to be fair appointment . Through the establishment of Lapin personnel system, and perfect the social security system, strengthen post-hiring management, and improve personnel dispute arbitration system to ensure that the employment reforms to achieve real results.
