The demand of port transportation is rapidly increasing with the development of China's economy.Due to the shoreline,land and water resource constraint,the problem can't besolvedby extensive development to expand the coastline.We must put acceleratingthe development mode in a more prominent position.How to maintain the rapid growth of the port cargo throughput is an urgent problem to be solved under the premise of not increasing the new port facilities.Taking measures from traffic management to improve the management level,making full use of existing facilities,improving the utilization of the port berth,reducing ship berthing time in port,and improving the efficiency of port transportationare important ways to change the port development mode.There are 20 coal productionberths in Qinhuangdao port,which through capacity 192 million 650 thousand tons per year.From 2007 in which year coal output exceeded 2 tons,the congestion was existed due to a large number of ships in Qinhuangdao port.The problem of shortage of coal berths was particularly prominent.One of the main reasons is that the channel is one-way traffic,which lead to the ballast vessel can't enter during the time of outbound of full loaded vessel.The berth utilization ratio was affected by the vacant berth time.In this paper,the data analysis of the ship was analyzed.Waiting for berth water was designed to relieve congestion and improve the port capacity.And the distribution of the port channel,anchorage and its nearby navigable waters was analyzed.The work of this paper has a certain practical significance to improve the efficiency of the port navigation.
