Public Participation In The Whole Process Of Village Planning

The Urban and Rural Planning Law of the People’s Republic of China, referred to as the urban-rural planning law, was officially formulated and promulgated in 2008. The legal status of public participation in the process of urban-rural planning was established in the form of state law for the first time. At the same time, the urban-rural planning law also defined the national legal planning status of the village planning for the first time. From the new socialist countryside construction in 2005 to the beautiful countryside construction under the new normal, all is a specific practice form of village planning in different periods. Although the village planning practice has made a series of achievements, the traditional elite planning methods and the top-down government decision-making patterns make the village planning and construction not carry out in accordance with the desired form. Due to divorce from reality and ignorance the development appeals and wishes of villagers, the village planning becomes a decoration hanging on the wall without playing a guiding role in village construction. Lack of villagers’ participation in the whole process is the main reason causing planning difficult landing.In this context, this thesis takes the whole process of public participation in the village planning as the research object. Research starts from the exposition of the background, objectives and significance, method content and framework. Secondly, from the concepts definition of village planning, public participation, the whole village planning process and the subject of public participation, combing the basic theories and practices of public participation, to provide theoretical support and experience for the public participation in the whole process of village planning. Thirdly, based on combing of theories and practices, to use questionnaires to investigate the villagers participation in the happiness beautiful village planning of Sanyuanqiao village in Hesha town, Chuanshan district, Suining, to analyze the present situation of villagers’participation in decision-making, establishment and implementation stages, and to summarize the characteristics, problems and reasons of each stage. Fourthly, combined the investigation and analysis results, to build public participation system from the three aspects of decision-making, establishment and implementation providing reference for effective villagers’ participation in village planning. At last, to explore the supporting mechanisms of public participation in village planning from the six aspects of legal guarantee mechanism, all the stakeholders interaction, planning information publicity, the villagers’ feedback, the villagers’ rights guarantee and the planner role discussion, to provide auxiliary support for the implementation of system.
