Therefore, we should recognize the important position of the coal industry for a long time in the economic development in our country, and this development trend will be an irreversible trend in recent 10 years. However, we should face up to all kinds of frequent accidents in the development of the coal industry. This phenomenon caused huge losses to the development of national economy. Incurrent, the coal accidents occurred frequently. the coal accidents produced many casualties. These phenomena make the coal industry become one of the most dangerous industries. Its dangerous membership degree is 0.8. Compared with other countries, the mortality rate of coal industry in our country is much higher than the world average level, the risk of the coal mine to the domestic coal industry is bigger and bigger and more and more troubles are difficult to predict and control although the coal industry safety situation of China has been improved. Especially in recent years, the significant coal mine accidents continuous appear, people more and more regcognised of the impordence of coal mine risk management and coal mine safety supervision.The coal mine development have a significant proportion in the Henan province. From the point of national coal reserves, the coal reserves of Henan ranked sixth in the national coal reserves. Henan become big province of coal mine in central of China. The coal the development of Henan province have a big relationship with the economic development of central, become an important energy security guarantee to speed up the development of the central regions. Therefore, exploring the development of the coal mine safety supervision system in Henan province is of great significance to Henan province coal mine safety. At the same time, this research will have a great significance to perfect our country coal mine safety supervision system. The administration of coal mine safety supervision of Henan province as the research background, on the basis of investigation data, we will make a systematic research for coal mine safety supervision system of Henan province. First, we will carry on the theoretical research of coal mine safety supervision and make the profound analysis for coal mine safety supervision system so that we can find the problems existed in the coal mine safety supervision system, such as the law enforcement problems of coal mine safety supervision, safety training loopholes, the absence of coal mine safety supervision and so on. On this basis, we put forward to improve the system of coal mine safety responsibility, improve the system of coal mine safety supervisors, strengthen the coal mine safety supervision training and the construction of the cadres, strict coal mine safety supervision law enforcement program, innovate coal mine safety supervision manner and strengthen the development and application of coal mine safety information and technology.
