3E Comprehensive Evaluation Model Research And Its Application

With the rapid development of economy and society of china, the constraints of resources and environment is increasing, and it reflects that the development of resources, environment and economy is disharmony, and it is also a common problem worldwide. In this regard, the "Eleventh Five", "Twelve Five" and "Thirteen Five" plan put forward:"The goal of sustainable development will be persisted and it focuses on improving the quality and efficiency of economic growth, and focuses on resource conservation and protects the environment and promotes the coordination of economic and social development and resources and the environment". Thus, the comprehensive evaluation study for the 3E system coordinated development has important practical significance.Based on the relevant theories of comprehensive evaluation and coordinated development of the system, we start from the index of the sample data, and consider the whole "difference" and local "difference" of the observed data and propose the Weighting Method based on TOPSIS and Mean Variance. And establish the coordination evaluation model based on canonical correlation analysis of inter-subsystem and the overall coordination development of canonical correlation analysis 3E system evaluation model based on the principle of minimizing dispersion coefficient of line that are weighted and off-target distance. On this basis, we construct the comprehensive evaluation indicators system of 3E system and according to the calculation and processing the data to analyze the coordinated development of 3E system of China's 2005-2014.The results showed that:2005-2014,the energy, economic and environmental system of china are maintained between 0.5 and 0.8 of mild maladjustment and well-coordinated development and the overall economic system is significantly slow the trend, and the whole system belonging to the State of coordinate development quality, maintained between 0.9 and l.At the same time, the coordinated development value of subsystems is closer to each other, the value of the whole coordinated development would be greater. This result is fully embodies the basic principle of the system coordinated development. Only when the development to the various subsystems is harmonious and synchronous, it can guarantee balanced and sustainable development of the overall system.
