Study On Efficiency Evaluation Of Coordinated Development Between Regional Economy And Environment

In the industrialization process in the past,the development in pursuit of "flow fast when there is water",both National and enterprise level are obsessed with increasing capital and use of resources to gain the economic growth.The "extensive"growth by the elements Input-driven in the past indeed made indelible contributions to the advance of society and human life,but when it entered late industrialization,this pattern breed a series of big questions menaced to the economic sustainable growth and even the survival of humanity,for instance,resource depletion and energy shortage and environmental pollution and ecological imbalance.Present environmental problem and resources data makes us to face the excessive consumption of resources,deteriorating ecological environment problems caused by the extensive growth pattern which was high input but low output.Since the "limits to growth" concept put forward by Meadows,humans begin to realize that all sorts of ills left over from development has become the shackles of sustainable economic growth all over the world.And China,since the reform and opening up,the catch-up strategy made it achieve a prominent position in the world,with a shorter gap between rich countries.But the attendant environmental problems also sounded alarm bells,and now,how to handling the relationship between economic growth and environmental protection in China,and build a suitable pattern of economic sustainable development has become an important letter in front of the Chinese Government to settle.This paper discusses about how to build a coordinated relationship between economic growth and environmental protection in China.Based on the clarify of researches on economic and environmental development and sustainable development,and the study on eco-efficiency at home and abroad,this paper combined the coordinate evaluation model and efficiency analysis method with characteristics of China’s economic growth,and then analysis the topic based on three main lines,which are about the coordinated development evaluation between economy and environment,efficiency analysis and efficiency analysis of spatial effect.The environment status at any time is an important basis for a country determines its strategy.Based on all the theoretical analysis above,this paper commenced the empirical research on the topic.In this paper,the entropy study on coordination of economic and environmental development found that environmental constraints on economic growth,and economic recession also would tie the pace of environmental improvement,but the sustainable development patter of development makes the pace of economy and environment in line.For another,the perspective of the evaluation of system development coordination found that the 30 provinces(cities)run at the coordination orbit oscillatory in general.Based on this,three main policy suggestions was proposed.As for the efficiency of coordinated development,we use DEA model to measuring the efficiency value and find that the results represent the normal distribution around the country,with a "high in East and low in West" pattern,as well as,there is spillover in space,but spillover effect is not strong enough,therefore inter-provincial cooperation needs to be further advanced.Finally,the discussion on the influencing factors of the coordinated efficiency indicates the industry structure,urbanization rate and energy consumption intensity have a negative influence on the efficiency,while level of economic development,and foreign investment and technological innovation have a positive effect on the coordinate development efficiency.Therefore,promoting the Energy conversion efficiency,carry forward technological innovation of high energy-consuming industries is an important item as soon as possible.
