Water resources are necessary to human,a kind of natural resources to rely on to survive,in relation to the development of a country and nation.And our country is a serious imbalance is a shortage of water resources and distribution of countries,water problems if not properly solved,is bound to become a serious restriction factor for the sustainable development of our country.Water resources use right circulation is to realize the "best",is the inevitable trend of the market economy development,and realize the value of water resources,improve the utilization of water resources,the important way for sustainable use of water resources.Water rights definition is not clear and not necessarily cause water disputes.In addition,the water resources shall be owned by the state,under the background of market economy,to effectively solve the problem of waste and shortage of water resources,the need to the market main body configuration of water use,and allows the can move freely under the legal regulation.In-depth understanding and exploration of the right to use water rights attribute,and the construction of the market,the effective protection and sustainable utilization of water resources in our country,and solve the problem of environmental pollution and destruction has important significance.Research idea of this article is as follows:(1)to make clear the property of the classification of water rights,points out that the different nature of water rights can be transferred object;(2)a comprehensive analysis of water rights and the transfer of the legislative status and practice methods,and points out the existing problems and summarizes the practical significance of the build system of water rights transfer;(3)combined with foreign legislation status of water rights transfer,and puts forward Suggestions on the perfection of transfer of the right to the use of water resources in China.There are mainly four aspects: 1,perfecting the legal system of water rights transfer;2,improve the system of water rights transfer of public participation;3,improve the system of water rights transfer of information publicity;4,intends to establish water rights transfer intermediary.
