Legislative Problems' On Water Resources' Protection Of Shiyang River Basin

The Shiyang River basin is one of the ecological environment frailest areas in western area. It is a challenging and Systematic project to save the ecological environment of Shiyang River basin with the methods of administration, economy, project, technology and law. But the key problem of the ecological environment in shiyang river basin is the problem of water resources.Based on the effective investigation, the author has studied some questions which in the legislation exists from the angle of water resources protection for the legal framework of Shiyang River basin,and proposed some own constructive suggestions in this aticle.This article is mainly make up of the 4 parts.Chapter 1 is about the ecological environment's present situation of Shiyang River basin. In this part,the author mainly analyzes the ecological environment's present situation, so as to preparing for the following essential theoretical analysis.Chapter 2 is about the legislation of Shiyang River basin. In this part, ,the author mainly analyzes the legislative necessity,as well as the water resources protection's legislation.Chapter 3 is about the legislative problems on water resources' protection of shiyang river.In this part., some questions have been carried on the analysis ,which existed to the water resources' protection legislation in the Shiyang River basin. For instance, the systematic and coordination in macroscopic legal aspect,the management system of water resources, Water rights system,the protection ground water in intermediate legal aspect and the ecological protection of Qilian Mountain and Minqin County in microscopic legal aspect have been carried on analysis.The author has not only carried on the discussion to these questions, moreover also put forward some proposals.Chapter 4 is about the basic principle of circulation economy and the development of circulation economy in our country. Then,the author analyzes the research of reclaimed-water recycling and the legislative necessity. In addition,the author also put forward some concrete legislative proposals to improve the legislation.
