When the earthquake occurred, the rescue timely and appropriate can minimize human and economic losses. How to carry out the earthquake relief is the core of the maximum rescue of the life and property after the earthquake. Especially, the size of the rescue capability is directly related to the effect of the rescue.This paper is in order to improve the emergency rescue capability for earthquake relief projects. Choosing Wenchuan earthquake relief project as the Main research object, combining the application of quantitative research methods, have evaluated the wenchuan earthquake relief project emergency rescue capability. This paper first summarizes the relevant theory of earthquake disaster relief projects, and then comprehensively analyses of the current situation of earthquake relief project management in China, and finds out the main problems in the current earthquake disaster relief project management. Then, the evaluation index system is constructed, which is based on the earthquake monitoring and early warning capability, Earthquake rescue life rescue capabilities, command coordination, and earthquake relief resources guarantee ability. On this basis, the evaluation index weight settting of the earthquake rescue capability evaluation index data preprocessing and earthquake rescue capability, and build a mathematical model of earthquake rescue capability evaluation, and use this model in Wenchuan earthquake rescue ability evaluation, Prove that the wenchuan earthquake relief project rescue ability is low as a whole. Finally, put forward the countermeasures and Suggestions to promote China's quake relief project rescue capabilities, including earthquake disaster information collection, analysis, evaluation, earthquake disaster emergency response plan, do a good job in earthquake disaster emergency logistics guarantee, medical security, communication support, project control and corresponding supporting measures in the process of earthquake emergency rescue.
