Study On The Countermeasures To Improve The Efficiency Of The Regulation Of Food And Drug In Minority Areas

Food and drug safety is the major livelihood project and morale project,people works to ensure food and drug safety is a major test of our ability to govern,is the party committees and governments at all levels of the incumbent responsibility.It is a huge challenge to our governing capabilities as well as the incumbent responsibility of various levels of party committees and governments to make sure food safety and drug safety.Major food safety accidents and phytotoxicity event have grilled food and drug regulatory system for many times in recent years,such as Sanlu Milk Powder,Swill-cooked dirty oil and children’s cod-liver oil problem,especially the cases of illegal operation of the vaccine in March 2016.In the context of a new round of institutional reform,How to face the complex environment,and find the factors affecting the efficiency of food and drug regulatory by in-depth analysis and how to improve food and drug regulatory efficiency have become serious problems in H District,which is a representative of the frontier minority area.Based on the analysis of literatures,case studies and regulatory models of food and drug regulation at home and abroad,this paper analyzes the factors affecting the efficiency of food and drug regulation in H District and its causes: on the one hand,local economic development level is not high,as well as the limited funds invested in food and drug supervision,weak power for food and drug regulatory,old regulatory approach and the to be improved regulatory capacity.On the other hand,the foundation of the local food industry is relatively weak,together with the smuggling of food and drugs over the Sino-Vietnamese border,which makes the problem more serious.In addition,there are many ethnic festivals,frequent gatherings in this district,and the traditional national food may be made from a wide variety of sources,together with unique methods of processing and eating habits,which makes it more difficult to regulate the safety problem.Based on the relevant theory,combined with the actual situation of H District,this paper analyzes the ways to improve the supervision efficiency for food and medicine regulation in H District:(1)to continue to deepen and perfect the food and drug regulatory system reform;(2)to optimize the food and drug testing resources;(3)to strengthen autonomy of ethnic minority autonomous region in legislation,and improve the food and drug laws and regulations system;(4)to build social supervision network for food and medicine to achieve social co-governance pattern.
