Study On The Performance Evaluation System Of Safety Supervision In Transportation System Based On The Delphi Method

Transportation safety closely related with the general public's life safety.Frequent occurrence of production safety accidents has become critical factor of restriction for safety development of production and establishment of society,the Guangming New District landslide event has provided lessons to for the Shenzhen municipal government,it is urgent to strengthen the safety management of the city,Shenzhen Transportation Committee respond to the deployment of government safety work actively,and gradually carried out safety inspection work at each region under the jurisdiction of it.In order to implement the work deployment and requirements on the hidden risks governances of the State Council,to further promote the traffic safety investigation and management of hidden risks in depth,to improve the regulatory staff to identify,analyze and solve problems.At the same time,the establishment and implementation of safety supervision performance evaluation system has important application value,which unified performance evaluation standards and filled the gaps in the performance evaluation of the industry.The subject in the study is the safety supervision performance evaluation system.The Delphi method is adopted to design the safety supervision performance evaluation system important index.Based on the analysis of the data analysis of the hidden risks in the transportation industry,the experts' opinion was introduced to obtain a better performance evaluation system of safety supervision.Main contents include:1.This paper summarizes the problems the main risks of transportation industry and the safety supervision through the investigation of the transportation industry risks.The following terms are explained,the connotation of risks,transportation safety risks,transportation safety supervision,transportation safety analysis theory and the concept and method of transportation performance evaluation,which provides the theoretical basis for the safety inspection and safety supervision performance evaluation.2.The study uses theoretical analysis methods to deal with data and conducts a horizontal comparative analysis of the regulatory authorities combined with the traffic accident investigation,and ranks the status of supervision for the higher authorities to provide the basis for reference.3.In this study,the performance evaluation system of transportation industry safety supervision is established,and the feasibility of the system is verified by the passenger.According to the relevant calculation,the regulatory performance evaluation index,M1 = 71.05,the regulatory situation indicators,M2 = 78.08 and the second-order fuzzy comprehensive index,M = 74.565,respectively,which determine the current passenger traffic safety supervision level transport industry.4.According to the application of safety supervision performance evaluation system in key areas of transportation industry,the hidden risks rate of key areas has been reduced by about 30%.The situation of safety supervisors' mastering of laws and regulations has been improved to a great extent.Relying on the scientific system the evaluation system has a positive impact,which is consistent with the expected effect.The evaluation system has practicality and operability,and aims to reverse the post-processing safety supervision situation,establish a long-term,fearible service industry supervision model,which has a positive significance for the follow-up departments to improve their regulatory performance.
