Study On The Demolition,Resettlement,and Compensation Of Urban Village In The Process Of Urbanization

Village in city is a special phenomenon with China’s urban and rural dual structure in the process of the rapid advance of urbanization,although made some contributions to the development of cities,such as low cost of living to absorb a large number of floating population and so on,but with the transformation and upgrading of the city as well as the improvement of people’s living quality,urban villages,there is some outstanding social and economic problems,such as poor quality of environment,social workers and disorderly,rising crime rates,and building,environment pollution,the public service supply,collective action problems such as inconsistency in the demolition,also gradually incorporated into the urbanization transformation of village inside city key areas.In recent years,in the wave of urbanization,suburban rural is the slowly into the city,a large number of rural residents relocation compensation problem,scope of compensation,compensation standard and the way is that they are extremely concerned about problems.How to respect the reality,peopleoriented,the principle of legal compliance,and to develop to meet the demands of each related interest subjects resettlement compensation plan to transform urban villages,landlosing farmers is not only beneficial to the sustainable livelihoods ability to ascend,but also in favor of the optimization of the overall urban development environment.Therefore,the relocation compensation problem,the exploration for urban village reconstruction has imporant practical significance.Article on the basis of literature analysis,theory combing,combined with the field survey,analyzes the basic situation of the shaanxi yangling demonstration zone for urban village reconstruction and main characteristics,summarizes the problems existing in the transformation process and analyze the reasons of the existence of problems;In chongqing,hangzhou,zhengzhou,xi ’an and analysis on the practice of urban village demolition and resettlement compensation in typical areas,summed up the lessons of the practice and experience,and from the settlement standard,compensation mode,compensation policy in five aspects,such as optimizing countermeasures are put forward.Research thinks,yangling zone existing in the urban village reconstruction relocation compensation standard is not reasonable,relocation compensation is relatively single,not perfect social security system in the late,relocation compensation method is not science,placed the villagers into the new environment problems such as difficult,and put forward the following measures: first,to explore more scientific and reasonable resettlement compensation standard;Second,to explore more diversified way of compensation;Third,to perfect the relevant compensation resettlement policy;Fourth,build more perfect social security mechanism;Fifth,guide the villagers’ way of life from the "villagers" to "citizens";Sixth,sufficient tripartite coordination of government,the development enterprise,villagers interests.
