The current complex market with intensive competition makes the enterprises face the stress of shortening the delivery date, improving product quality, reducing costs and improving service. Meanwhile, it forces the manufacturers to choose a more competitive global procurement way. As the product of global integration, multinational corporations have increasingly become the main carriers and beneficiaries in the economic globalization. With the rapid development of China, they have become the important point in the national economic development. The development of modern logistics and communications accelerates the process of economic globalization and economic integration. The supply chain management theory renews unceasingly in the practice and plays more and more important role in the business management. Against the background of the in-depth development of economic globalization, enterprises internationalization is the accessible path to become stronger. Economy globalization directly promotes the optimal allocation of resources around the whole world, and has become the driving factor of global sourcing and supply chain integration.H Group is one of the world's largest building material companies, and is the earliest multinational enterprise to set up the procurement office in China. The article introduces the key issues in H purchasing office in China, and put forward the optimization plan for the issues of procurement strategy, and constructed procurement information system based on the technology. It also makes H Procurement office become a part of Group supply chain, and more efficient in the procurement process. In this paper, the research results may effectively play a certain role of reference in the procurement development of cement business in our country.
