Research On The Emergency Disposal Mechanism Of Highway

In recent years, the frequency of the Highway Emergency is on the rise. Its hazards, randomness, complexity and other characteristics make the Highway Emergency a hot issue in society. So, how to eliminate the adverse effects in a short time, to minimize the loss of personnel and property, has become a major research topic in the field of Public Administration.In this paper, based on the Theory of Emergency Management, we select the Highway Emergency at the disposal stage as the research object. On the basis of summarizing the experience in developed countries, the Emergency Disposal Mechanism is subdivided in to four aspects, such as Emergency Command, Emergency Coordination, Emergency Information and Emergency Support, and the specific countermeasures are put forward. Emergency Command is the basis of Emergency Disposal Mechanism, and it formulates the command hierarchy with organizational relationships. Emergency Coordination is the focus of the Emergency Disposal Mechanism, and it combines variety of resources so that each sub-system plays a role. Emergency Information is the root of all the decisions, and it affects the public's perception of the events. Emergency Support is the precondition of the concrete actions in the Emergency Disposal Mechanism which also uses the goods and personnel as the starting point and the foothold of the plan's executions. It is concluded that the four aspects are mutually unified and indivisible for a scientific and complete Emergency Disposal Mechanism of the highway emergency, so as to constitute a systematic disposition network.
