Research On The Evaluation Of Emergency Handling Capacity Of Metro Operation

In recent years,as a green way of travel with large carrying capacity and no occupation of road space,subway has achieved great-leap-forward development.Subway lines are located in underground tunnels or elevated spaces,with hidden space,dense equipment and large traffic.once major accidents and emergencies occur,people will easily panic and trample,which will easily lead to secondary disasters and make rescue difficult.In addition,once subway equipment failure and personnel errors affect train operation,they will cause huge passenger flow impact on ground traffic.The 2003 Daegu subway fire in South Korea,the 2017 ST Petersburg subway explosion in Russia,and the 2017 Hong Kong subway arson have all caused significant impacts.Subway safety is not only related to the safety of people's lives and property,but also the need of stable and harmonious development of society.therefore,it is urgent to study the effectiveness of subway operation emergency response and improve the emergency response capability of subway operation emergency.Firstly,this paper expounds the current situation of emergency disposal of subway operation emergencies from the following aspects: definition of subway operation emergencies,types of emergencies,graded response,risk factor analysis,emergency management system,emergency disposal process,analysis of existing problems in emergency disposal,and analysis of influencing factors of emergency disposal.By analyzing the constituent elements of the emergency response capability,it provides the basis for selecting the evaluation index.Establish an evaluation index system with three indicators of personnel quality,facilities and equipment,and management mechanism as secondary indicators,and 19 indicators of executive power,equipment reliability,and ability to summarize experiences and lessons as tertiary indicators.The analytic hierarchy process is used to calculate the index weight and an evaluation model is established by combining expert scoring.Taking Suzhou subway as an example,this paper uses the empirical analysis of the evaluation model to evaluate the current situation of the emergency response capacity of Suzhou subway operation and analyze its weak links.Finally,the countermeasures to improve the emergency response capacity of subway operation emergencies are put forward.
