Under The Background Of Urbanization About Rural "Hollowing Out" Formation And Management Research

Rural and urban is human habitation of the two major settlements.With the advance of the urbanization process, young rural labor flow to urban, changing the rural social structure.And rural surplus population are school-age children and the elderly.Because lack of village construction management personnel, the decline of village is accelerate and rural hollowing is becoming more and more serious. The gradual deepening of the rural hollow destroyed the development of China’s traditional rural areas, and restricted the construction of new socialist countryside. Urgent task is to stand in the scientific point of view and to taking the new rural construction as the goal,to co-ordinate the development of urban and rural areas, to encourage the development of a variety of rural economy, to improve the rural infrastructure, and to narrowing the gap between urban and rural living standards.All along, Yuxian rural economic activities is agricultural production. Agricultural economic efficiency is low, so affecting the income of farmers.And the high income of urban areas has become a magnetic field to attract farmers to transfer, resulting in the rural hollow. This paper select Yuxian Sun Jia Zhuang Zhen and Bei Zhuang Xiang as the research object, by describing the outflow of rural population, land idle, agricultural industry hollow and public service of Sun Jia Zhuang Town and North Zhuang Xiang, and on the basis of this, with the household registration system, urban and rural two yuan system as the macro research background, with emphasis on the effect of rural infrastructure, rural education, rural medical and health conditions of rural hollow,to give the rational analy of the Sun Jia Zhuang Town and North Zhuang Xiang rural hollow.Finally, the article proposed individual thinking about the Sun Jia Zhuang Zhen He Bei Zhuang Xiang rural hollowing governance measures. Respect the wishes of farmers to establish a scientific land, house land transfer system based on the principle.And rously promote urbanization, village center construction to improve the infrastructure to attract population agglomeration, to encourage small village collective relocation.
