The Study On The Mechanism And Governance Of Village Hollowing In Less Developed Areas

The rapid development of urbanization and industrialization of our country so that the income gap between urban and rural areas is more and more big. The rural labor to move to the city with higher income so that the rural population is less and less, and gradually formed a "people go empty" phenomenon. Leading to the villages of idle, abandoned houses gradually increased and the land waste phenomenon is more and more serious. This kind of phenomenon in the less developed regions is more obvious.The level of economic development with backward state in the underdeveloped areas want to reduce the gap between the rich and the poor and the coastal areas that must be all-round development. Solving the "three rural" problems is basis of the development of underdeveloped areas, so handling village hollowing problems has a direct role in promoting good governance for implementing the new rural construction, speeding up the city urbanization, narrowing the gap between urban and rural, promoting the overall development of underdeveloped areas. In a word, solving the village hollowing problem has important significance.Based on summarizing the research results of other scholars, first of all, Huangshan village as the representative village in underdeveloped areas has been state; the overall situation analysis of Huangshan village, basic conditions of the population, land use status have been analyzed; the hollow rate of Huangshan village has been calculated. Therefore, a comprehensive understanding of village hollowing situation in Huangshan village can be understanded. Then, through qualitative research of Huangshan village hollow forming reason and through quantitative research of the main influencing factors of Huangshan village hollowing rate, the average number of village population and perennial outside labor force, the village average per capita income, housing rate, residential house base area, enrollment rate of junior middle school graduates have significantly correlated relationship, which housing rate has remarkable effect on the hollowing of Huangshan village. According to the quantitative and qualitative research of hollowing in Huangshan village, the formation mechanism of hollowing in Huangshan village has been summed up. Finally, according to the analysis of the formation mechanism of hollowing in Huangshan village, the measures to govern the village hollowing have been proposed from the perspective of urban and rural development. Relying on the deepening of reform, the urbanization of the city to settle in the migrant workers, giving up their rural land, and then put forward some effective measures from five aspects of making a good plan for the development of town, increasing capital investment, training new farmers, strengthening occupation the adjustment of industrial structure, improving the rural infrastructure to attract talent to stay in rural areas and provide service for the governance of village hollowing and construction of the new rural.
