Study On The Policy Of Employment Training For Land Acquisition Peasant The New District Of Huaibei Economic Development Zone

In recent years,the construction process of China’s development zones continues to advance;a large number of urban surrounding rural land has been expropriated.At present,China’s land acquisition and corresponding relocation system is not perfect.Among the problems for the farmers whose lands have been expropriated,the employment problem is fundamental issue.Solving the employment problem is the fundamental way to improve life security and future development of the landless farmers.The key to solving the employment problem lies in the employment training.A scientific and feasible employment training policy is an important guarantee for the reemployment of the land-expropriated farmers.Based on the employment training practice of land-requisitioned peasants in the past nearly four years in New District of Anhui Huaibei Economic Development Zone(hereinafter referred to as NDAHEDZ),this paper,combined with advanced experience and lessons learned from employment training work of landless peasants at home and abroad,makes a further study of promotion measures,self-employment incentives,vocational training measures in employment training policy of land-requisitioned peasants in NDAHEDZ,through on-the-spot investigation,statistical analysis,and puts forward the corresponding countermeasures and suggestions connecting with the problems discovered in the study.This paper is divided into seven chapters: in Chapter1 and Chapter 2,research background,research contents,research methods,research situation and other issues are stated,and definition of land-requisitioned peasants,labor employment,public policy and other related concepts and theories are illustrated,both of which serve as the basis of the paper research;in Chapter 3 Overview of Employment Training Policy of Land-requisitioned Peasants in NDAHEDZ,the background,significance and objectives as well as the specific contents of the employment policies of land-requisitioned peasants in the New District are illustrated in details;in Chapter 4,Chapter 5 and Chapter 6,a detailed analysis of the effects and the existing problems of promotion measures,self-employment incentives,vocational training measures in employment training policy of land-requisitioned peasants in NDAHEDZ is made and the corresponding countermeasures and suggestions aiming at existing problems are also put forward.Chapter 7 is about the conclusion and prospect.Through the study mentioned above,this paper achieves a further recognition of The achievements and problems of the employment training policies of land-requisitioned peasants in NDAHEDZ and formulates the corresponding countermeasures,which has a certain practical significance to construction of NDAHEDZ,and also provide some reference and consultation to solve the employment problems of land-requisitioned peasants in the same type of nationwide economic development zone.
