In the21century, especially in recent years, with the acceleration of urbanization, thescale of many cities unceasingly expands, the real estate market turns white-hot and moreand more land are taken over. The land taken over gives priority to the rural land and thequality for landless farmers is increasing rapidly. The land is the basis for the farmers tosurvive and the farmers who lose their original basis for survival have to give way fromagriculture to non-agricultural fields. With the increase of the farmers, the state economicdevelopment mode changing from the planned economy to market economy, thegovernment and related enterprises cannot effectively give landless farmers thearrangement like win-win situation in planning economic. Furthermore, a lot of landlessfarmers because do not have a high level of culture cannot accomplish the work under newtechnology, new scientific and technological level due to low educational degree. Landlessfarmers without belonging and various their own quality reasons give rise to part of themlose their land and do not have the living mode for survival; the relevant governmentdepartment cannot master the relevant information quickly, which makes some landlessfarmers not get basic social life safeguard, these reasons cause landless farmers become thenew difficult groups and landless farmers problems are high-lightened.Therefore, the basis to solve the problem of landless farmers is to guarantee theirbasic life, the fundamental route to guarantee their basic life lies in employment.Throughout the development history of developed country in the world, it is not difficult tosee that the urbanization development will inevitably bring problems of the farmers. AsChina in the development, it is the inevitable realistic difficult problem which must besolved in the urbanization process in China that how to solve the problem of landlessfarmers’ employment at the same time of urbanization development, ensure long term ofthe farmers living and social stability, security in our socialist construction and keep rapidand harmonious development of China’s urbanization.As the capital city of Heilongjiang province, Harbin city is the leader of the economicdevelopment in Heilongjiang province. At the same time when the rapid development ofthe economy in Harbin, city scale expanding inevitably appears along with the growingnumber of landless farmers and the problem of employment. This problem has become oneobstacle factors of urbanization process.Through detailed analysis of the present situation of the farmers in Harbin, this thesis carefully demonstrates the main reasons to create difficult unemployment of landlessfarmers. And on this basis, combining with the actual situation of Harbin city, this thesisbrings forward corresponding policy and suggestions to promote the landless farmers’employment, reasonably and effectively arranges landless farmers’ employment problemand strives to solve the problem fundamentally.
