China's housing system reform has gone through for thirty years from housing distribution system at the beginning to housing commercialization and then to security housing.Security housing includes low-rent housing,economically affordable housing and policy rental housing.Public rental housing,one of the security housing,aims to solve the problem of “sandwich class”'s housing.In 2014,low-rent housing and public rental housing are in combination and all are called public rental housing.So public rental housing bares the important responsibility gradually.Public rental housing is built by government,but there are many problems in housing construction such as financing difficulty,lack of land supply,address planning,access system,community management,exit mechanism and so on.Study the public rental housing construction model,and put forward the solution practically,transforming the theory to practice and promoting the development of the public rental housing.Chongqing is one of the public rental housing experimental unit,developing its own special Chongqing public rental housing model.Chongqing begins to build public rental housing in 2010,and the characteristics of Chongqing main urban area's public rental housing are: “1+5”security housing system,wide benefit groups,“closed operation” recycle using and so on.The construction characteristics of Chongqing main urban area's public rental housing are: government allotting land for free,“1+3” financing model,the combination of the government housing and market housing supply,unified management system,the “renting and selling” exiting model.Chongqing public rental housing model is studied by many scholars and provide the experience of the construction of public rental housing.Sang Jingsi said:“Chongqing public rental housing construction is called great creation,and its creation is worthy using for reference”.There are many studies about the Chongqing main urban area's public rental housing,but most of them are concentrated on one part of the Chongqing main urban area's public rental housing,such as financing,green construction model,exiting mechanism,lacking of systematic research.This paper systematically studies Chongqing municipal government boosting main urban area's public rental housing construction as a case.The paper's mainly content : at the basic of theory of welfare economics,public product theory and public housing theory,and taking the case of Chongqing municipal government boosting main city's public rental housing construction,the paper analyses the Chongqing main urban area's public rental housing construction systematically through the financing,construction and managing,exiting system,and concludes the systematically case study of Chongqing main urban area's public rental housing construction and the enlightenment significance for our country's public rental housing construction to transform the theory to the practice.
