| Public rental housing is a newly emerging mode of indemnificatory hosing in domestic China, who construct, how to construct, who live in, who regulate, how to quit, all need exploration and step-by-step implementation. This paper centers the history of construction of public rental housing and studies the public rental housing security system from the following aspects:Introduction:Analyzes the background and significance of the study; determines the research content and method through history and present situation both from home and abroad. This part is the precondition of this study.Chapter 2:Studies the evolution of Chongqing's public rental housing policy and the development situation of its public rental housing security system. This part is the foreshadowing of this study.Chapter 3: Analyzes the barriers of constructing housing security system in Chongqing, including the existing main problems:laws and regulations are still not sound enough; the management mechanism is still not perfect; housing availability needs to be strengthened; the capital source is not enough; the land supply is limited. This part is the emphasis of this study.Chapter 4:Studies the practical situation of public rental housing in typical domesticprovinces and cities comparatively and concludes the experience of constructing public rental housing in developed countries (or regions). This part is a comparison for the follow-up research. Chapter 5:Studies the Strategic conception of constructing public rental housing in Chongqing under people's livelihood guidance:which includes the guiding ideology; principle rules; general aims; main orientation; development mode. This part is the difficulty of the study.Chapter 6: Presents the difficulty of constructing public rental housing security system in Chongqing; concludes the proposal of constructing public rental housing in Chongqing through analyzing the six guarantees. This part is the difficulty of this study.Chapter 7: Conclusion of the main tasks and proposals for the prospect.This study shows that:since owns the superiority of land reserve, Chongqing should start with the land, after the construction and management of public rental housing led by the government formed good example effect, it should encourage other modes such as the enterprises construct by themselves; public and private construct jointly; developers invest and construct in order to build public rental housing more quickly, thus alleviate the pressure of capital and collect housing availability through multi-party; so as to meet the "Home to live in" livelihood demand of the low-income group quickly. Certainly, Chongqing should also improve the public rental housing security system from legal, institutional, and organizational point of view, etc. |
