Study On Management Of Rural Gas Station In Henan Province

Refined oil is the country's important strategic material. It is not only essential to the development of national economic, but also related to people's livelihood. In recent years, the demand for refined oil has shown a rapid growth trend in China's rural area, including agricultural production and farmers' living, and the importance of refined oil in rural economic development increases prominently.As the main grain producing area and big agricultural province, rural market is an important part of the refined oil market in Henan province. However, there are many problems because of these historical and some other reasons in China's rural oil market, such as insufficient outlet, unreasonable layout, uneven development, unstable oil quality and resource security, which have made rural oil market management lagging behind. The absence of due standards and norms has damaged farmers' interest and affected peasants' production enthusiasm, which affects the healthy development of rural economy and the stability of rural society. To this end, it is particularly important and urgent to regulate the rural oil market management and actively guide the rural oil market to the scientific and rational direction.With the above-mentioned problems, in order to make the research of this paper closer to reality, this paper combined with the daily work, used the theory of public management from the perspective of government management to solve the countermeasures, while conducting research in typical areas and mastering accurate data and first-hand information to generalize more convincing conclusions. Through the implementation of the system and constantly improving, it tries to form a scientific reasonable distribution system and a standardized management system for achieving a rural orderly, harmonious efficient management in oil industry.The paper based on the management of rural gas stations, from the four aspects of planning? administrative approval? services and daily details, explain the status of rural gas stations in Henan province in details.On this basis, this paper analyzed the existing problems in depth: the first one is the unreasonable layout, the second is high market access threshold, and the third is the low quality of service, the fourth is loose daily supervision. To solve these problems, this paper puts forward a series of management measures for government decision-making: the first one is scientific and reasonable layout, the second is reducing barriers to entry, the third is improving the quality of services, and the fourth is strengthening daily supervision.
